Saskatchewan Launches Two New PNP Streams for Skilled Workers
On August 30, 2024, the Government of Saskatchewan announced the launch of two new Provincial Nominee Program (PNP) streams under the Saskatchewan Immigrant Nominee Program (SINP). These new streams—the Agriculture Talent Pathway and the Health Talent Pathway—are designed to attract skilled workers to address the province’s growing demand in the agriculture and healthcare sectors.
Agriculture Talent Pathway
The Agriculture Talent Pathway aims to bring skilled workers into Saskatchewan’s agricultural industry. To be eligible, candidates must meet the following requirements:
- A minimum Canadian Language Benchmark (CLB) of 4.
- Completion of high school or higher education.
- Either one year of full-time work experience in the intended job within the last three years, or at least six months (780 hours) of full-time work with the employer who made the job offer. This work does not need to be continuous.
- A permanent, full-time job offer in Saskatchewan’s agriculture sector.
- A commitment to live and work in Saskatchewan.
Eligible Occupations for Agriculture Talent Pathway:
- NOC 75101 – Material handlers
- NOC 85101 – Harvesting labourers
- NOC 85103 – Nursery and greenhouse labourers
- NOC 94204 – Mechanical assemblers and inspectors
- NOC 95106 – Labourers in food and beverage processing

Health Talent Pathway
The Health Talent Pathway focuses on skilled professionals in healthcare. The eligibility criteria vary depending on whether candidates are in the federal Express Entry pool, but some general conditions apply:
- Candidates must be eligible for Saskatchewan licensing (if applicable).
- They must have relevant post-secondary education, such as a master’s, bachelor’s, or diploma.
- They must demonstrate intent to live and work in Saskatchewan.
For candidates not in Express Entry:
- A minimum CLB of 5 in English or French.
- Six months (780 hours) of full-time work experience in Saskatchewan with the employer who provided the Job Approval Letter, or one year of relevant experience in the last five years.
For Express Entry candidates:
- A valid Express Entry profile and Job Seeker Code.
- A minimum CLB of 7 in English or French.
- One year of skilled work experience in the intended occupation in the last five years (if applying from outside Canada).
Eligible Occupations for Health Talent Pathway:
- NOC 30010 – Managers in healthcare
- NOC 32112 – Dental technologists and technicians
- NOC 32101 – Licensed practical nurses
- NOC 32100 – Opticians
- NOC 31103 – Veterinarians

Saskatchewan’s Minister of Immigration and Career Training, Jeremy Harrison, highlighted that these new immigration pathways will help address labour shortages across the province, making it easier for employers to find the skilled workers they need to expand their businesses.
